I Have a new Apple ID. My iCloud keeps asking to verify the password to my old Apple ID and I don't know it and can't access that email to recover it. How can I delete that Apple ID??

ALL purchases are permanently associated with whatever Apple ID was used to originally obtain them. Apps can not be updated without knowledge of that ID and, more importantly, its password. Apple IDs can not be deleted or merged and purchases can not be transferred from one ID to another.
Your only option is to delete the apps obtained with the old ID and buy them again under the new ID.
