Can I have 2 different versions of itunes on my windows PC, if I partition my hard drive - and can they use the same library

Is it possible to run 2 different versions of itunes on my windows PC?

I want to use one for sync devices and the older version not to be updated

I was wondering if I partitioned my hard drive - and would they be able to use the same library
