Q: ICLOUD STORAGE

My IPhone Storage Used: 19.3GB Storage Available: 36.2GB I keep getting the message YOUR ICLOUD STORAGE IS FULL

Is the storage shown available on my phone DIFFERENT than the ICLOUD STORAGE?

iPhone 6, iOS 9.2.1

Yes the storage space on your phone and the storage space on iCloud are two different things -- although many things can be stored in both place simultaneously. Regarding the iCloud storage being full, you can either remove something there or buy more iCloud storage. See the links below for instructions for both of those options:
