What do you mean iTunes won't let it be restored again? What happens when you try?
It says the iPhone "iPhone" could not be restored. This device isn't eligible for the requested build
If you're unable to do the Restore (or it doesn't help), go into Recovery Mode per the instructions here. You WILL lose all of your data (game scores, etc,) but, for the most part, you can redownload apps and music without being charged again. Also, read this.
You can also take a look at this support document also. If you see Error 3194, Error 17, or 'This device isn't eligible for the requested build' in iTunes - Apple Support
Are you trying to restore to an older ipsw?
I restored the phone this evening after it became
disabled. Once completed the phone restarted and just went straight back to saying disabled and to connect to iTunes. I then tried to restore again as the phone is still disabled and it won't do it. I have just updated my iTunes and still no luck!
You could see if anything on this support document helps. If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
This support document explains the steps for a disabled phone, but it seems that you may have already done these steps. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
is it possible you updated the ios rather than restored? If you only update it will go through the update process and still be disabled. If you put the phone into recovery or dfu and do a full restore it will need to be activated and you would then need to restore your most recent backup.
