I suspect it was dropped for lack of interest.
Because it's very old, insecure, and if you find it on a website other than Apple's, may have malware packaged with it.

Because it doesn't make sense to use an out-of-date, incompatible, unsupported browser. Windows users have Internet Explorer, Opera, Firefox, Google Chrome....you're not hurting for options. I suppose that might be part of the reason why Safari is no longer being developed for PCs.
