I have a recently unlocked 4s. it is running 7.1.2. model: MC318LL/A.
I have looked through all settings and can't find any trace of Siri.
Is this phone capable and how do I add Siri to it?

Yes, the 4s supports Siri and it would be a normal integral part of the iOS installation on any supported device. It is not a separate install option or app. However, iPhones sold in some middle eastern countries are required by local laws to be sold with Siri permanently disabled.
