do you have to upgrade to El Capitan to upgrade Safari?

If you're using Safari 6.1.6 on Lion, you need to upgrade the computer's OS to get a newer Safari. Mavericks and Yosemite can also run the current Safari version, but they'll only be available if you previously got them from the Mac App Store or the people at a physical Apple Store say so.
