I understand each time you try to use Siri, whether on an LTE connection or a wireless connection Siri prompts you with a message saying "Their seems to be a problem. Please try again later."
It seems like you've tried all the troubleshooting steps I would've suggested too. Just out of curiosity, if you're using LTE does this problem only occur in a certain area? If that's the case, maybe you're getting poor reception or service in that area. Then, you could try contacting your carrier for assistance. I'd also try using Siri on another wireless network and seeing if you're still having problems too. If you're using Siri on a wireless network, try moving closer to the router and see if you're still having problems. You could also try turning cellular data off, then restarting your iOS device, then turning cellular data back on. But based off what you've told me, and the problems you're still facing even after attempting to troubleshoot them, here are some support articles from Apple that I recommend that might help if you're still having problems.

- If the problem is something related to your cellular connection, I would try removing or switching the SIM card on your iOS device and seeing if you're still having problems with Siri.
- If taking out the SIM card or switching the SIM card still doesn't help like I mentioned previously I think the best way to handle the situation would be to contact your carrier.

Finally, if you're still having problems you could set up a Genius Bar appointment at your nearest Apple Store to have them check out your iOS device and see if their are any problems with it (not that I would think) but I don't think it'd hurt to just have them check it out. I went into Siri settings and turned voice feedback to Handsfree Only.
SIri now works.
