My iPad Mini is on line but cannot be located!

My iPad Mini 3 operating on ios 9.2.1 is not working correctly with my Find My iPhone software. It says its "On Line" but the Location is not available. If I send it a ping it responds so I know it is communicating! I have three other devices that are working find. This all started with my iCloud not having the correct Apple ID which I corrected! I have Locations "On" and logged into iCloud and can see the device too! I'm running out of things to check! . . . . Help
