Hello, I am going to buy a iphone by hand and wont to know is it possibly to do a check by IMEI?

No, there is no reliable site to check IMEI. Basically, the data on IMEI numbers is simply not made universally public, not by manufactuerers nor carriers, so any web site claiming to offer an IMEI search is basically lying to you as they cannot possible have the data they claim they have access to.
IF you are buying a used iPhone in a person-to-person private sale, it's a bit of a crap shoot. Read up on the models characteristics at Identify your iPhone model - Apple Support and be sure to check that activation lock is disabled at https://www.icloud.com/activationlock/ (although ideally check this in person before you give the seller any payment, if you can).
To be honest, you are far safer to buy from Apple, an Apple authorized reseller or a used device from an officially supported carrier.
