I understand that an app you've installed from the App Store isn't behaving as you'd expect. While the title of the article linked below may not appear to be relevant, but the steps outlined can help restore the expected functionality to the app on your device.
All my best.

i have a music app called videoplayer, & for some reason I use to could hear music & be on other apps. but when I downloaded ios9 it stop doing that. is there any way I could still listen to music on my music app & get on other apps also?
I can't tell you when it happened as it's something I've never had reason to do but, video players will stop playing sound unless they are the active application. If you want to listen to music in the background, use an audio player.
