Q: Change Apple Store

I recently uploaded to El Capitan but have come across various problems. I can no longer access my iPhotos library on an EHD. And I cannot download a new version of iPhotos from Apple Store and receive this message (in French) when I tried to use Apple Store GB....

This Apple ID can only be used in iTunes Stores France. You will be directed to this store.....

The latest update is not available with this Apple ID either because the article was bought by another ID or because it was refunded or canceled......
