How to sync contacts to new iPad from old iPad
contacts and iBook didn't follow to my new iPad Air. How do I do move them?
iPad Air, iOS 9.2.1
Open Settings / iCloud, make sure both devices are logged into the same account and adjust the services you want to sync accordingly. That takes care of the contacts.
Books do not sync automatically. Either you download again from the Purchased section on iBooks, or you use iTunes on a computer (Mac preferred) to create a master backup of all contents from the old device on the computer and then do a full Restore on the new device.
