Which Mac Mini?
The Mini use an AC power cord the either plugs into the back of the later model Minis since the power supply is in the Mini. Earlier Mini uses a power supply brick which has an attached AC power cord and a cable that plugs into the Mini.
If later model just get the appropriate power cord. Both ends are standard,
I have one of these kits and the answer is no, it is not suitable for the Mac mini. The Apple kit is designed to clip on to a MacBook power supply, or an iPad charger, or an original design AirPort Express. It does not fit any other Apple products. (Or the new AirPort Express.)
The current design of Mac mini uses a 100% standard IEC C7 plug aka. 'Figure of Eight' plug. These can be bought at most electrical resellers and are used by also sorts of devices. I have done this myself with no problems.

Older design Mac mini computers use an external power supply (brick) and that external power supply uses an IEC C5 style plug. I have not tried in this case unlike the above C7, but in theory again you should be able to buy a standard C5 cable and use that.
You can of course in both cases use standard travel adapters.
I had a late 2009 Mini with the power brick and the AC power cord was not removable from the brick

I can assure you it is removable. There are two cables coming out of that brick, one goes from the brick to the Mac mini and has a proprietary connector on it and this is indeed not removable from the brick. The other end of the brick has a C5 connection and the cable is removable. The Apple original cable on this end has a plug moulded to be flush with the edges of the brick so it might look like it is part of the brick, it was also fairly tight fitting.
This is what the C5 end of the brick looks like with the cable removed.
Update: Perhaps some early US models were different but all the 2009 model bricks I have seen are like the above picture and all the Internet resources I see show the same thing.
Seems I post incorrectly. he low-voltage cable is not unplugable
Thanks Illaass .
I'm using the latest Mac mini. it doesn't have an option to remove the plug
Thanks John . Since i need to use it in India, i would preferably buy a power plug adaptor which could fit in the normal us plug of Mac mini.
Thanks a lot for your responses
