I had an apple device and i need to change the security questions.Is it possible to get a device later to change the security questions?

back in 2013 I used to have an ipod touch but then it broke and I havent gotten an apple device since then, this year I was planning to get one so I tried regaining access back to my account but then I've forgotten my answers to the security questions. I recently called apple support and they told me had to have the serial device to help me which I didn't after 3 years. Can they help me change my security questions after I get my new apple device?

You have to call since the button is only present if y hae a resuce email address:

If you can't reset your security questions

If you can't send a reset email, don't have a rescue email address, or can't access email at your rescue email address, call us for help. When you call, you might need to create a temporary support PIN to verify your identity. After you reset your security questions, you might want to update your rescue email address.
