my macbook gives me electric shock while i charge it even when i use the 3 plug in earth charger.

It could be that the AC system your are connecting to is not properly grounded. Go to a different location to test.

I got my ground fixed by an electrician.
Something with the safe box in the basement.
Fires can be caused when electricity is not properly grounded to the main feed, and does not have a proper path "to earth".
The 3-prong cable is supposed to use the house ground to take all sparks. You can also buy a $10 testing-block at the hardware store. Just plug it into the outlet in question and if the lights are not "as expected" an electrician should be called in.
