They can do nothing that you cannot do.
Restore the iPhone as new via iTunes on your computer.

Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings - Apple Support explains what you will have to eliminate the restrictions.

You will have to erase the device and set it up as new, or set it up using a backup made prior to the time the Restrictions passcode was put on the device. If you end up having to set it up as new, all of the purchased media can be re-sync'd or redownloaded, and anything that is currently set up on iCloud (like Contacts, Messages, Notes, etc.) will be restored once the iCloud account is signed back on.
To erase the device go to Settings>General>Reset>Erase All Content and Settings
To restore from an iCloud backup made before the Restrictions passcode was put on:
SET UP NEW DEVICE FROM BACKUP - select the iCloud backup from the date that would be before the passcode fiasco
