Q: OSX Keyboard Text Shortcuts Error

I'm encountering an intermittent error.  The keyboard shortcuts that are synced across all my Apple devices (2 iMac, 1 MBP, 1 iPhone 6s, etc.) don't seem to behave predictably on my Macs.  Here is a screen grab of the keyboard shortcuts view in System Preferences:

When I type one of the shortcuts into the search/address field in Safari, the longer phrase comes up as an option to autofill:

But, when the same shortcut is typed into an internet based field, like a new Gmail message, the longer phrase doesn't come up as an option to autofill:

Interestingly, this feature was working correctly on my work computer until today.  It has never worked on my home computer.  Now it doesn't work on either computer.  The feature did not work on my work computer in Chrome browser even when it was functioning properly in Safari.  On my work computer text shortcuts worked correctly in Messages, but today that functionality stopped too. 

Any suggestions?  I can't seem to find an answer or explanation anywhere I've searched.

Both Macs run OS X Yosemite (work 10.10.5, home 10.10.4)
