If you get an error when trying to activate iMessage or FaceTime - Apple Support
For example, sign out of your account and log in again after restarting the phone.

If you have your local SIM in the device, then after logging out of iMessage, go to Settings>General>Reset>Reset Network Settings. You need to clear possible conflicts there. Then restart the phone and try logging back in as Ingo2711 provided.

I traveled with my local sim card but with no International plan so I did not use the telephone on my trip
when I returned from USA something wrong and I receive sms but I cant send it
I m doing what you said and wait if restores works
