I no longer have access to this account and still can not unlock my ipad mini. This whole situation started when my daughter disabled the ipad mini. Now, I'm stuck at the screen that says, "this ipad is linked to this account. Login with this account and password." What should I do next?

If you can't remember your password for your account : http://iforgot.apple.com (you should be able to reset the password by email or by answering the account's security questions). If you can't reset it that way then try contacting Support in your country to get it reset : Contact Apple for help with Apple ID account security - Apple Support
If you / Support can't reset the password (assuming that's your problem, then if you were the original purchaser of the iPad (i.e. it wasn’t bought used) then you could try going to an Apple Store (make a Genius Bar appointment if you do) or try contacting iTunes Support online (http://www.apple.com/support/itunes/contact/) and see if they can remove the iPad from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it

Once that is dealt with, the device is registered to it and thus will be recovered as a consequence. So handle it that way. Yes, you might have to get in contact with Apple if the IForgot link dd not work, but focus on the AppleID recovery which is the issue.
