I accidentally deleted Instagram from my IPad 2 and am unable to locate a download for the app in ITunes

Sorry, not sure what you mean? Where are you looking? If you want to re-download it directly on your device OTA, then open the App Store icon, then click on Updates>Purchased>Not on this iPad, and you should see the app with a little cloud next to it. Click on the cloud to download the app again.

It should show in the Purchased tab in the App Store app on your iPad for redownloading. If not then check to see if you've got an app age rating set in Settings > General > Restrictions that is hiding it from there and check to see if you've hidden it from the cloud (Hide and unhide purchases in iTunes or iBooks on your Mac or PC - Apple Support), or search for it in the App Store (e.g. via the Search box top right of the Featured tab) and on the search results screen tap 'iPad Only' top left and select 'iPhone only' instead
