Q: 4th gen TV remote not working.

You can see the remote charge in settings > remotes and devices > bluetooth

What do you mean reset the remote, if the battery is dead it needs charging.

That's correct, but I was telling you how you would keep track of how much charge it had in ongoing circumstances.

That might be because the battery is flat or because there simply is no connection between the remote and the Apple TV. You might try pulling the plug on the Apple TV and then trying again. If that doesn't help, put it on charge for ½ an hour or so and see if that helps, if not report back.

If you have any Apple device, download the free Apple Remote app from the App Store

The remote will disconnect from the Apple TV if it isn't used for a while to save battery. It should only take a few seconds to reconnect when any button is pressed on the remote, but this can take longer or become quite problematic if there is any interference at all.
