Feb 17, 2016 6:21 PM in response to Bdefehrby ChrisJ4203,What were you doing that you have two separate devices that are stuck in this loop? You need to provide more information, which would indicate what you were doing, and why you have encountered this. You should also report what computer OS you are using and what version of iTunes you have, the actual version number please.

Feb 17, 2016 7:50 PM in response to ChrisJ4203by Bdefehr,Well, my ipod has been in the loop state for a couple months now, I was watching a movie while it happened. The iPad happened overnight, and I noticed in the morning when my alarm didn't go off. I'm on windows 7 and am on itunes 12.3.2

Feb 17, 2016 8:41 PM in response to Bdefehrby ChrisJ4203,Have the devices ever been jailbroken? If not, then see this support document to try and put the devices into Recovery Mode. If you are unable to update or restore after this, then make an appointment at the Genius Bar of the nearest Apple Store for assistance. If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support

Feb 17, 2016 9:08 PM in response to ChrisJ4203by Bdefehr,No they haven't been jailbroken, well the ipod was my brothers and as far as I know it wasn't jailbroken. I've already tried restoring them in recovery mode, with no such luck. So I'll be looking into making an appointment at my nearest apple store.
Thanks

Feb 18, 2016 1:37 AM in response to Bdefehrby lllaass,Sounds like USB problem:
Check your USB connections
Errors: 13, 14, 1600, 1601, 1602, 1603, 1604, 1611, 1643-1650, 2000, 2001, 2002, 2005, 2006, 2009, 4005, 4013, 4014. You might also see a message that includes "invalid response."
If the USB connection between your device and computer is interrupted, you might not be able to update or restore.
To narrow down the issue, try different equipment:
- Use the USB cable that came with your device, or a different Apple USB cable.
- Plug your cable into a different USB port directly on your computer. Don't plug it into your keyboard.
- Try a different computer.
- Solve other issues with the USB connection, then with your security software.
If you still see the error message, check for hardware issues.

Feb 18, 2016 3:21 PM in response to lllaassby Bdefehr,Well I've been using my ipad with this computer since I got it consistently, because I liked to update it via itunes since its faster. But I got home today and it suddenly was working perfectly, the same as it was before as if I had never even restored it. My ipod however I couldn't care less about since I never use it.
Thanks for the suggestions and help.
