About 2 weeks ago, I deactivated the iCloud Photo Library because some of my photos weren't therem and activated it immediately after. All my photos were uploeaded to iCloud, but since then in my photo library about 300 photos and videos have disappeared (it's blank) and a small cloud icon appears in the thumbnail. Whenever I try to see the photos, a small icon seems to be loading, but it stops. What can I do?

Earlier today I went to a local Apple retailer, and the Technical Support told me that I'd have to reset my phone and then restore the photos from iCloud. I downloaded the photos that weren't in iCloud to my laptop. Even though I don't know if I'll be able to keep storing my photos in iCloud due to the storage size, (I don't have a credit card so I can't purchase extra space), I could resolve my problem, and I thank you for your help 🙂

I've just checked iCloud again, and 3-months worth of photos aren't there, but they're in my iPhone. If I delete the photos and download them from iCloud, will I lose them?
Yes, the photos are in iCloud but they don't appear in my phone, they're blank but occupying storage.
If you buy an iTunes card with enough value to pay for the extra storage, you might be able to get extra storage. Try contacting iCloud support for help/more information.

Then they at least appear to be intact in the cloud. I'd try a reset of the phone to start with and if that doesn't help try turning off iCloud photo library on the phone, delete the photos and re-downloading them from the cloud.
Please can we take a step back and tell us your “iCloud Photo Library” and “My Photo Stream” settings on all of your devices. (Settings > Photos & Camera on your iOS device and Photos > Preferences > iCloud on your Mac)
Please also advise if there is any ongoing sync activity on any of your devices (Activity includes uploading, updating, downloading or preparing).

Have you tried signing out of iCloud and then sign back in?
I'Ve already thought about that, but, as I wrote above, some of the photos in my iPhone aren't in iCloud, so I'm afraid of losing them.
Both iCloud Photo Library and My Photo Stream are activated, and below the iCloud Photo Library option it says: "iCloud Storage is full - 1841 Items to Upload".

I suspect therein lies your problem, you need to purchase more iCloud storage.
That could be a possible solution, but I don't live in the US (here in Peru you can't get iTunes cards) so I'll have to wait until I travel there, but anyway thank you for your help 🙂
