Accessibility for Blind and paralyzed

Hi, my cousin has recently become blind and paralyzed from the neck down. She is hoping to still use her phone and she is able to speak. We discovered she can use "Hey Siri" to make a call, or start her music; however, we would love for her to be able to control other apps. For example, is there a way for her to write a voice memo without ever clicking a button? Her speaking abilities make it difficult for siri to type a text, but a voice memo would be an easy way for her to communicate. Currently siri can open an app but we can't figure out how to get it to control the app. So in voice memo, she can say, "siri open voice memo," and it will open, but siri doesn't appear to be able to hit the record button for her. Since she is paralyzed there is no way for her to hit the record button. Any suggestions for how she can access her phone better? We have tried voice over, but this seems to require a lot of clicking.
