Hotspot

I use iPhone 5s and the personal hotspot is on. I am able to connect my iPad to the iPhone hotspot but cannot connect my Dell laptop. I have connected before but cannot connect anymore. On the phone, I see the blue light come on and go off showing that the laptop is trying to connect but it is not successfu.

any help?
