Q: Disable password from App Store for free downloads

I have followed the instructions in the article by setting my password settings to turn off the password for free downloads.  However, the app store is still asking me to enter my password for free downloads.  This is on my iPhone 6s.  I cannot get it to stop asking for the password.  Anyone else having this trouble.  What can I do to change this?

    As the article you attached says:

     

    "If you have Touch ID turned on for purchases, you won't see this [password settings] menu."

     

    At Settings > Touch ID & Passcode, have you turned on [Use Touch ID for] iTunes & App Store?

    I Do not have Touch ID enabled.  I can get to the password settings menu.  I have the "Require Password" turned off under free downloads.  So I am not sure why I am still being asked for my password when downloading free apps.

    If you have not done this, reset the iPhone.  Hold the on/off and home buttons together for about 10 seconds until the Apple logo appears.

    I have the same problem but with an old iPad 2 (So there's no doubt if Touch ID is turned on or off).

     

    Before I enabled Touch ID on my iPhone 5s it worked just fine there. And if I turn Touch ID off it still works.

     

    On my iPad (while doing tthe exact same thing as I did on the phone and it's not exactly rocket science to begin with) I can turn off password for free downloads just fine and it stays turned off (in theory only of course) but I always have to enter the password for free iBooks anyway.
