I understand that you are having an issue with the alarm sounds on your iPad. Let's see if we can figure out what is going on.
Now if you have the sounds off, is the volume turned up for any audio playback? This could be the reason you are not hearing anything when an alarm goes off. Take a look at the setting in Control Center to ensure you have the volume at an appropriate level. Until now the alarm has worked with the volume setting controlled by the side buttons set to lowest (mute). I have tried all combination of Do Not Disturb, the volume setting on audio playback and the volume settings from my side buttons. The alarm is now only working when the side buttons are set to not mute. This is definitely different to what it has been since I bought the iPad some time ago.
If the buttons are set to mute, I'm now receiving the alarm visual message but not the sound - not much use!!!

If all the settings look correct then your next step would be to back up and then restore your iPad. You might want to restart it and set it up as new. This would require you to sync your content back on manually. Take a look at the article below for more details.
