Why isn't my MacAir photos recognizing my iPhone? I can't import my photos.

Hi. I have a MacAir running El Capitan and an iPhone 5S running the most recent software (9.2.1) . In the past to import photos from my phone to my laptop, I've just plugged the phone into the USB port and the Mac photos software recognized the phone, and asked if I wanted to import the photos. For some reason, it's no longer doing that. (It is a replacement phone, but was loaded up from a recent cloud backup) . Is there some setting that needs to be changed? Something I'm doing wrong?
