Either your startup up disk is full and OS X cannot create new swapfile(s).  If you boot disk is full, then start freeing up space.  A program like OmniDiskSweeper can help

Just do not start deleting things outside of your home folder without asking first, or you could brick your Mac.  Also be careful of files in your home folder -> LIbrary, as things like your mail, messages, iPhone/iPad/iPod Touch backups are stored there.

    -OR-

the collection programs running on your Mac have requested so much virtual memory, OS X can no longer manager it.  Typically this happens because a program has a memory leak and keeps allocating memory until it has a huge virtual memory address foot print.  But it could be several programs being very memory hungry.

If this is happening on a regular basis, then start Applications -> Utilities -> Activity Monitor and leave it running until the next time you get the error, then start looking at the memory being used by all the processes on your system and see which is the offending process(s).
