I recieve a message when I turn on the phone about not having my cloud
updated. My phone is updated for the my software is updated how do I
update the cloud?

It goes off quickly but something about connecting to WiFi and its been 3 weeks now and it has to be updated to the wifi. I am on the wifi not sure exactly what it means.
Try looking at the message again. It almost sounds as if it is referring to your iCloud backup. Do you use iCloud backup? If you go into Settings>iCloud, when was your latest iCloud backup.

That doesn't help, what does it actually say, give us that and we'll work out what it means

my iso is up to date but I am recieving a message to update the cloud how do I do this?
