Try the following steps, check whether things are working after each step where appropriate, before trying the next.
If you are still having problems, try turning off bluetooth if it's enabled, also try using 802.11n for wifi if you are currently using either 802.11b or 802.11g.

How are are you playing the video? Airplay? Directly in the "movies" app (itunes purchase or rental), or using another app like Netflix, youtube or the "computers" app? If it's the "Computers" app, what kind of video is it (one that you "ripped" from a DVD, a home movie from iMovie?).
I've sometimes seen this happen when sending video from my iPad, using the Amazon Prime Video app and airplay. But it only happens if I use the airplay icon that Amazon puts directly in the app - if I swipe up to "control center" and turn airplay on there, then start the amazon video, it works perfectly.
Other people have had problems with ripped DVDs because the settings they used weren't perfectly compatible with the Apple TV 4. Using the Plex or VLC apps instead of "Computers" may help, or you may need to re-encode the video.
