How do I Fully Empty Trash Bin folder?

my secure trash won't empty the trash bin folders? Any Apps or tools suggested that will clean this trash up? Most of the large folders in trash are old time machine folders I trashed to free up on my hard disk. thanks if anyone can help?

I'm running Yosemite 10.10.5 on a Mac Pro (Early 2009)

Trash – Can’t Empty or Move File To Trash

Try holding down the option/alt key while trying to delete the Trash. If that doesn’t work, here is some more information.
