iCloud Photo Library Taking Up Space Instead

Hi, I recently turned on iCloud Photo Library on my device and selected "Optimize Storage"

But then my iPod started filling up all the way from 9.3GB to 8.2GB.

This has been really bugging me, is there a way to fix this????
