Q: why cannot active my iphone after reset all content an setting

why i cannot active my iphone after reset all content and setting because before the problem is network always searching so i do reset my iphone. model A1529 FCC ID:********** IMEI ******************.

Please help me solving this problem thanks.

iPhone 5c, iOS 9.0.2, imei ************

If you can't connect to a cellular network or cellular data - Apple Support

If you have a SIM card in the phone and are in a WiFi zone - you should be able to activate the phone itself over WiFi
