iOS 6 anything is no longer being signed by Apple. You won't be able to downgradeca device to work on any iOS6 even if you did download it.
Unless he is restoring it on a device for which it was the last available version.

Incorrect. The iPhone 3GS, while no longer in production, still exists, and Apple still even has units available to replace out-of-warranty, if a customer chose to do so. It runs up to iOS 6.1.6, and Apple still has this available as needed for 3GS users. Therefore, iOS 6 is still being signed by Apple but only on the relevant devices.
