You should be able to copy everything in your image into the iTunes folder in your new computer. There should be no need to import a playlist as iTunes should start up using the library exactly as it was before.
I wouldn't normally expect to see either Mobile Applications or the iTunesPrefs file in that folder. See Make a split library portable for some background on standard library structure and reorganization techniques.
