I understand that you're looking to make a purchase in the iTunes or App Store and are not able to complete your purchase because of an apparent billing information issue. There may be two causes for such a situation. It may help to re-enter your billing information as detailed in the article linked below.
Change or remove your Apple ID payment information
https://support.apple.com/en-us/HT201266If you're still unable to complete your purchase, you may need to change the country which your iTunes and App Stores are set to.
