Only you (or the person who knows the Apple ID and Password that is signed into iCloud) can unlock it. You can go to:
FORGOT APPLE ID if you forgot the iCloud ID and recover it there
Apple - My Apple ID if you forgot the password, and change it there
ACCOUNT SECURITY SUPPORT if you forgot the Security Questions that you need to answer if you forgot your password
If the device was purchased by you at an Apple Store or at an AASP, and you have the original sales receipt, then you can take it to Apple and they can help remove the Activation Lock.
If the Activation Lock (iCloud Lock) was put on by someone else, and you purchased the device 2nd hand, then you need to have them remove the lock. If you cannot do that, then I'm afraid you have a device you will never be able to use.
