It sounds like you are trying to enable Two Factor Authentication but are told that it is not currently available for your Apple ID. It looks like that feature is not available to everyone just yet:Two-factor authentication for Apple ID
To ensure the best experience possible, we're rolling out two-factor authentication to users gradually. We’ll increase availability over time until we can offer the feature to everyone. You can learn more and see if two-factor authentication is available for your Apple ID.
