Assignment Mode Apple ID / Manual Not Working

Hello,

We have most of our school iPads setup on profile manger to receive iPads via device.

This works great,

But now I am having trouble sending apps via Apple ID to two members of staff. Their devices are not on profile Manager, so I cannot push the apps.

They're enrolled in VPP, Assignment mode is apple ID and installation is Manual (which I am assuming is via Apps store \ Purchased)

I could do this on older versions of Profile Manager, only the user needed to be enrolled, not the device. The apps would then appear in purchased, has there been a change?

On one staff members iPads I have:

- Turned off the device restarted
- Logged out of apple id, logged back in,
- Quit App store re-opened.
