You will need to check with your bank.
Some card issuers may automatically associate your new card with the existing Device Account Number (created when your original card was added to your device), replacing the old card. This leaves you free to continue using the same card account via Apple Pay without needing to do anything yourself.
Other issuers may require you to remove your old card from Apple Pay and add the replacement as a new card.
Before doing anything, you should therefore check with your card issuer to learn which process they use and whether you need to take any action. Depending on your bank, this information may also be available via their website.
Apple Pay uses tokenization to create a DAN from your card. A renewed card with a new expiration date and a new CVV means you need to re-create a DAN. So all you need is to remove the old card and re-enroll the new one.

This is incorrect.
As previously advised, some card issuers automatically associate replacement cards with the existing Device Account Number (DAN). Others require the old card to be removed and the replacement card to be added as a new card.
For example: American Express automatically associates a replacement card with the existing DAN, requiring no action to be taken by the cardholder:
"Q: If I receive a replacement Card, do I need to update my Card information with Apple Pay?
A: No. Your Device Account Number is connected to your new Card number automatically. You can use your Card in Apple Pay to make transactions before receiving your new plastic Card."

It is therefore necessary to check with your card issuer (by checking their website and/or by contacting them) to establish which method applies. The method may also vary for the same issuer, depending upon the circumstances under which the card is being replaced - for example, card expiry vs lost card.
