If the Apple ID used to lock it isn’t yours but you’re the iPhone’s original owner, take it and its purchase receipt to a physical Apple Store.

If the Apple ID used to lock it isn’t yours and you’re not the iPhone’s original owner, you need to contact either that person or the one who set the lock.

I'm not sure what you mean by no access to "new" iPhone 6?  Who did you buy it from?

You may have run into "Activation Lock" which can only be turned-off by the original owner:
