can not turn off voiceover or access the iTouch

Have restarted the iTouch. The time, date, etc. are read. the Slide to open area goes to the camera when I try to slide it. I did manage to get to the area where I enter the passcode but nothing happens after I enter the code. I have tried touching the home key quickly 3 times. Nothing happened.
