Is that correct? If it is, then it is going to take some time to upgrade to 9.2.1....several updates have occurred between 8.3 and 9.2.1.
Updates take time. Occasionally they run into issues (especially when you are doing them OTA). It doesn't matter how current you are, OTA updates are subject to the fluctuations of Wifi speeds and connectivity. Most of the time when I have issues with any sort of streaming process, it is because of Time Warner, not because of Amazon, Outlook, Apple, or anyone else depending on the speed and capacity of my internet connection.
Sorry you had trouble, but sometimes it happens....
