If you buy an Apple Watch in Canada, it will be fully compatible for use with your iPhone in Ireland.
There are no regional differences in hardware specifications for the watch, which can be configured to use your preferred language and region format.
The pins on the included USB Power Adapter will be localised to Canada. However, to charge your watch via mains power in Ireland, you can use the supplied Apple Magnetic Charging Cable with a genuine Apple 5W (iPhone) or 12W (iPad) USB Power Adapter.
