The resource provides some troubleshooting steps for your iCloud email account. Changing the Apple ID is not the resolution to your issue. The @me.com and @icloud.com addresses are aliases of the @mac.com address. Is the issue happening on your computer? Are you able to receive and send email when you go to the www.icloud.com website? Click on the link for complete information. There is a link to the iCloud Support team if your issue still persists after following these steps.
