Everytime I make a new ID and verify the ID after getting the Apple ID the ID works and will verify but then never work again and I have talked to Apple on the phone about this and made a new IP with the Apple Suport Rep and still the new ID Apple just made by them never works but one time and this none working ID was made by Apple not me and still the same problem.
New ID and Password has been made at least 20 times.

You aren't doing anything to the id after creating it and logging into the account e.g. not resetting its password (if you are : What to do after you change your Apple ID email address or password - Apple Support) ? Does it work elsewhere e.g. computer's iTunes, http://appleid.apple.com
Not sure if you have a question for your fellow users or not. What does 'never work again' mean ? Are you able to log into the account on your iOS device and/or computer ? If you are then what happens when you try to use the account to download something ? Are you getting an error message ?
I click on get as in get the program
2 then I click on install
3 the black circle starts up
4 it ask's for verification
5 I click on continue and put in the Apple ID Password
And it says password and ID are incorrect and try again
NO error message at all
I have both created a new ID at least 15 times pulse the two times Imade one with Apple one the phone and we even activated my account so the I could use the store but it still asks me to active by ID and Password and like I seid before the new ID made by me or even Apple only works one single time.
logging in this this forum today worked just fine and both my ID and Password were already in the login box as some programs do that but this same ID and Paasword that just let me login to this forum will not work in anything else. Example Apple Store,ICloud,any confirmation or verification at all and for those few time that I made a new ID with Apples support by phone we did the verification thing and it worked only to ask again to veriification just 10 minutes later after tuning the IPad off and the verification process should be permanent.
I Did the test at the linj you gave me and it did the same thing as it asked me to verify my ID again and I ended up making a new ID again just to login to the site and so we will just have to see how long this new ID lasts. 😕 😕 😕
opp's I forgot to say that I did verify the icloud account again and that worked but still lists just see how long that lasts.
Test it at www.icloud.com, see if you can log in.
