Ah! You have iCloud Photo Library turned on.

All your photos reside in iCloud.

In this case, no. You have access to all your photos all the time.

You can optimize the amount of storage required on your iOS devices here:

Settings > iCloud > Photos > Optimize (iPad/iPone) Storage

If you log into iCloud.com with your Apple ID & password from a web browser on your computer you will be able to see all your photos.

You have to check your iCloud settings on all your devices.Maybe it is turned on for your Mac:
System Preferences > iCloud > Photos - Options
