Cannot access itunes store from my pc running windows 7 professional

I have not been able to access the itunes store from my pc for several months and now that I just got a new Iphone 6s it's really bugging me. When I plug my phone into my PC using the usb connection the PC doesn't recognize it. My computer is running windows 7 professional 6.1 service pack 1. I have uninstalled and reinstalled itunes and Norton 360 but it hasn't worked. I called apple care and they couldn't help me because they couldn't dial into my PC. There was some kind of error. Any other suggestions? Thank you!

It sounds like there's two issues; first iTunes on your PC isn't able to connect to the iTunes Store, second your iPhone isn't recognized by iTunes on your PC.
